fix: stop recursive AGENTS.md walk, load top-level only

Browse Source 
The recursive os.walk for AGENTS.md in subdirectories was undesired.
Only load AGENTS.md from the working directory root, matching the
behavior of CLAUDE.md and .cursorrules.
